Several state agencies handle arrest records in Maryland. The main one is the Department of Public Safety and Correctional Services (DPSCS). The Criminal Justice Information System (CJIS) Central Repository is where all fingerprint-based criminal history records go. Law enforcement agencies across Maryland send arrest data here. You can mail requests to CJIS Central Repository, P.O. Box 32708, Pikesville, MD 21282-2708. Or send priority mail to 6776 Reisterstown Road Suite 102, Baltimore, MD 21215. The phone number is (410) 764-4501, and there is a toll-free line at 1-888-795-0011. Background checks through CJIS cost between $15 and $50, and take 10 to 15 business days to process.

The Maryland State Police Central Records Division handles crash reports and investigative reports. They are at 1711 Belmont Avenue, Baltimore, MD 21244. Hours are 8:30 AM to 4:30 PM on weekdays. Crash reports cost $4 each.

Maryland Recent Arrests and Public Access

Maryland's Public Information Act (MPIA) gives you the right to access government records, including most arrest records. The law is found in General Provisions Article sections 4-101 through 4-601. Under MPIA, all government records in Maryland are presumed public unless a specific exemption applies. That means you can request arrest logs, incident reports, and booking records from any agency in the state.

When you file an MPIA request, the agency has 30 days to respond. The first two hours of search time are free. After that, the agency can charge for staff time and copying. If your request is denied, you can appeal to the Public Information Act Compliance Board. This is a formal process, but it works. Most routine requests for recent arrest records in Maryland get filled without issues.

There are limits. Criminal history record information, or CHRI, has extra rules under Criminal Procedure Article section 10-219. CHRI is only given to the person named in the record, their lawyer, authorized agencies, or criminal justice agencies in Maryland. Juvenile records are also off limits under Courts and Judicial Proceedings Article section 3-8A-27. So while most recent arrest records for adults are public, some details may be held back.

Expungement and Shielding of Maryland Arrest Records

Not all arrest records in Maryland stay visible forever. Criminal Procedure Article section 10-105 covers expungement. If charges were dropped, dismissed, or ended in acquittal, you can file to have the arrest record erased. Arrests that never led to charges can be expunged after a three-year wait or with a general waiver. The filing fee is $30 per case, and courts may waive it for financial hardship.

Shielding is different from expungement. Under Criminal Procedure Article sections 10-301 through 10-306, certain non-violent misdemeanor convictions can be hidden from public view. The wait is three years after your sentence is done. Only 12 specific crimes qualify. Shielded records still show up for law enforcement, but the public cannot see them. You can only shield records once in your lifetime in Maryland.

What Maryland Recent Arrest Records Contain

A typical arrest record in Maryland includes the person's full legal name and any aliases, date of birth, and physical description. It also has the date and time of arrest, the location, the arresting agency, and the officer's name and badge number. Charges are listed with their statute citations and whether they are felonies or misdemeanors.

Booking records go further. They include the facility where the person was booked, the booking officer, and a property inventory. If a warrant was involved, the record will show the warrant number, issuing court, and warrant type. Bond and bail info is also part of the record. That includes the bail amount, bond type, and whether bond was posted or denied.

Some things are kept out. Medical and mental health details are not included. Social Security numbers and financial account numbers are removed. Victim and witness names may be blacked out. And if the arrest led to expungement or shielding, the entire record may no longer be public in Maryland.
